according to your descriptions, i did some examination on my side and found the similar results with you lot. for user alex, i can add the public folder calendar to favorite in outlook 2016. and so i can right click other calendar to add it to favorite in outlook spider web app-> calendar equally shown below.
yet, when i tested on another user, i cannot practise information technology. there is no 'add together public folder to favorite' button when i correct click other calendar.
to my cognition, to add a public folder calendar in outlook web app is unavailable for a long time. only postal service public folders are supported in outlook web app. so the consequence is not related to outlook 2013 or outlook 2016 client. the probable cause is the new public binder for owa has not exist implemented however for all part 365 mailboxes.
considering it may take several months before the new public folder for owa to exist fully implemented, information technology is suggested that you utilise a shared mailbox agenda in outlook spider web app as a temporary workaround for you users. thanks for your understanding.

This is not exactly what I was experiencing.
In your start figure - y'all show R-clicking on the Other calendar folder brings upwardly a menu that contains the "Add public Binder to Favorite' option. This is the NEW functionality.
Question - was the folder Ca1 already displayed before clicking and displaying the pop-up menu or did it appear after y'all selected the new 'add to favorites' and selecting the folder as shown in your figure #2?
In my situation - prior to 9/22/15 - adding the binder to favorites in the Desktop version displayed the binder in OWA and information technology worked as expected.
On and after nine/22/15 - calculation the folder to favorites in the Desktop version results in NO display of the folder (same user/account/car). Information technology is almost as if the prior functionality was removed without enabling the new functionality.
I also am dislocated as to why:
- the old functionality withal works for a few users hither
- the new functionality works in your example - only not for all users
- for most users in my company now - neither functionality works.
Information technology is quite disconcerting that we have standardized on online software that is operating inconsistently from user to user. Once again, and more than importantly, functionality has been removed without a replacement being available.

I understand the consequence occurs subsequently all clients are upgraded to Office 2016.
I have done a fresh test. The issue is the aforementioned as yours. The public calendar folder doesn't announced in OWA if it'due south subscribed via Outlook 2016. I take done some further test and the result is: once another public calendar binder is subscribed in Outlook 2013, all folders appear in OWA including those subscribed via Outlook 2016 before.
Based on the situation, do you accept whatsoever run a risk to set upwardly an Outlook 2013? If yes, please configure one problematic business relationship on this Outlook 2013, subscribe a new public calendar binder, check the outcome in OWA.

I will setup a test case as you mentioned and report the result again.
As mentioned in the original mail service - the problem first occurred when all machines involved were running 2013. It just stopped working in the middle of the day. This happened to be 9/22/xv - the aforementioned day that 2016 became bachelor. Information technology was not until 2 or three days afterwards that 2016 was rolled out. to all machines.
Also, I do still meet it occasionally working nether 2016.

i tried working with shared calendars - not working out as well well.
when using south shared mailbox - in order to encounter the agenda it seems the users need full permissions. this does non fit out needs every bit crews that are referring to the calendars need to exist reviewers only.
then i setup a separate business essentials account, created a new calendar within that user and shared it . this allows me to specify permissions for individual groups equally i need. unfortunately the end users are unable to "accept" the sharing invitation from the email - regardless of their assigned permissions.
when opening the 'sharing' and clicking the advisable link...
from within owa: 'have' -> the action couldn't exist completed. your request couldn't be completed. http status lawmaking: 500
fifty-fifty from outlook: 'open this calendar' -> "the folder y'all selected is not bachelor"
it's not a 'expect 15 minutes' affair either - it's been going on for over 3 hours.
what'southward foreign is that i know this had been working in the past - simply information technology is non a characteristic that is ever actually used.
... just something else that appears to have randomly broken.
(running windows 7 or windows 10 with office 365 version 2016 )

I sympathise that you lot don't want to use a shared mailbox because information technology needs total access permission of the shared mailbox in order to see the shared mailbox agenda which yous cannot accept.
Then you've set up a split Business Essential account, I'd like to know some more than information to ameliorate understand this:
1. Where the separate Business Essential account is located? Inside or Outside your organisation?
2. What practise y'all mean past saying "created a new calendar inside that user and shared it"? Could y'all delight requite us more than information about how you did information technology?
iii. By saying "Unfortunately the end users are unable to "have" the sharing invitation from the e-mail - regardless of their assigned permissions.", practice you mean this upshot happened to all the user?
four. Did y'all try another network surround to share the calendar to the users to run into if the same result occurs?

1. Inside the System
two a) The same style personal calendars take been created for years in the desktop - Right-Click - New / Add calendar
b) in 365 - Right Click on calendar -> 'share' -> 'share agenda'. Creates and email with sharing link.
3) After it failed on iii accounts - I fabricated an assumption. (if a work-effectually is not going to work for ALL - then information technology doesn't work)
iv) I do not have an independent test network.
It seems the need for this work-effectually has become moot. The 'new functionality' within OWA that allows the user to
R-Click and "Add together public folders to favorites" has suddenly begun working for MOST (but not ALL) users (every bit of Oct ix, 2015). This is the solution nosotros were waiting for. Only checking a dozen users or so, there is only one for which this option is not appearing.
I am still confused every bit to why an online office such every bit this would deport differently on different accounts within the same 365 tenant.

Howdy John,
The New Public Folder for OWA feature are notwithstanding in implement and it may take some time before it is fully deployed accross all the tenants and accounts.
As for the shared calendar consequence, I'd explicate that, just the possessor can share a calendar with the permissions to others. So if full access on a shared mailbox is not acceptable for you, please create an independent private calenar and share it with others with the permissions equally you want.

Equally I posted hither on 10/9, I did try the independent private agenda - that was the work-around that was not working (all the time) - recipients unable to 'accept' the invitation even though permissions seemed to be correct.
Once more, no longer an outcome since it appears the "new functionality" has begun working for anybody who has tried - even the 1 user who still did not take the pick to connect inside OWA - the option appeared the next twenty-four hours.
